Information for Borrowers
Your library card is a valuable key to lifelong learning. We hope that you will use it often to borrow materials, use online research resources, and get connected using public computers/wi-fi.
Anyone who lives, works, owns property or attends school in Ohio may obtain a free Warren-Trumbull County Public Library card after showing photo identification with proof of current address. A library customer is responsible for all materials checked out on his/her library card, and if such materials are returned late, damaged, or lost, the customer is responsible for paying fines or replacement fees. The parent/legal guardian/custodian of a minor customer is responsible for all materials checked out on the minor’s card.
There is an annual fee of $10 for out-of-state card holders. There is a $2 replacement charge if a card is lost or stolen. If a card is lost or stolen, report this IMMEDIATELY to the library so that you will not be held responsible for unauthorized use of the card.
Applications may be completed at any W-TCPL location, including the Bookmobile.
Applicants must provide one form of identification with current name and address. Acceptable forms of photo ID include: state-issued ID card, state-issued drivers’ license, military ID, work ID, student ID or passport.
If a valid home address is not documented with the photo ID, one of the following documents listing name and current home address issued within the last three months can supplement: utility or cell phone bill, bank statement, credit card bill, lease or rental agreement, government check, payroll check, or vehicle registration.
A parent or guardian must be present to co-sign the application of a child under age 18.
Two items may be checked out at the time of registration.

The preferred method for all check out of materials is for library customers to have their card in hand.
If an existing customer does not have either his/her physical library card in hand or the barcode stored on a barcode scanning device, a photo ID may be used for checking out.
If a particular item you seek is out on loan, you may place a reserve or hold on the item. Holds may be placed in person and/or over the phone with staff assistance or customers can do it themselves in the library’s online catalog with their library card barcode.
Customers will be notified by either print notice, telephone, or email/text when a hold is ready for pickup. This is a free service.
Materials not owned by the W-TCPL can often be borrowed for the customer from another library in Ohio (SearchOhio and OhioLink services) or beyond (Interlibrary Loan service). These are all free services. Please ask us if you can’t find something.
Loan periods may vary due to material type, publication date and other factors.
Many materials may be renewed up to three times if no other customers have placed a reserve or hold. One exception: New Entertainment DVDs are not able to be renewed.
Customers that return materials after the due date will be charged overdue fines. Fine amounts may vary by the type of material. Fines and fees may be paid online at www.wtcpl.org. Visit the “My Library Card” icon. Then follow the link to Pay fines online.
Customers will be charged the replacement cost plus a processing fee for each lost or damaged item. An item is considered lost when it is 42 days overdue. Accounts over $10 and 60 days overdue will be sent to a collection agency. Collection fees will be passed on to the customer.
